本研究会は、国内の大学・企業・研究機関等に従事する研究者、技術者、学生等に向けて、負イオンおよびイオンビームの生成に関する理論深化、技術共有・進展を意図した議論を行う場を提供し、それを以て国内の同分野におけるレベル向上を目的としております。
上記に鑑み研究会では、着想段階、あるいは論文未発表の研究開発に関する情報を取り扱うことから、発表者の同意なく、発表資料・プレゼンテーション等の撮影・録音・録画等を禁止しております。なお、報告書作成の目的で、本研究会主催者スタッフによる会場内の撮影は例外的に認めております。
皆様にはお手数をおかけいたしますが、ご理解の程宜しくお願いいたします。
研究会参加登録においては、以下の(a), (b)のいずれかの要件に該当する方のみを認めております；
(a) 経産省安全保障貿易管理における「３つの特定類型」（※１）に該当しない方
(b) 経産省安全保障貿易管理における輸出令別表第３（※２）に該当する国の研究機関に所属されている方
その他、安全保障貿易管理の観点から主催者の判断でご参加を認めない場合があります。
※１）「３つの特定類型」とは以下のものです；
① 雇用契約等の契約に基づき、外国政府等・外国法人等の支配下にある者
〇外国政府・大学等と何らかの人事的契約をしている方が該当します。
ただし、以下のようなケースは例外となり、特定類型①には当てはまりません；
◇出版契約に基づく執筆
◇論文等のレビュー
◇外国機関との共同研究等
◇外国機関と兼業している場合でも、国内研究機関等の指揮命令が優先することで合意されている場合
② 経済的利益に基づき、外国政府等の実質的な支配下にある者
〇外国政府等からの資金等提供により、個人として多額の利益を受けている方が該当します。
ただし、以下は例外となり、類型②に当てはまりません
◇多額の利益であっても、国内研究機関として受領している場合
（国内機関経理している場合）
③ 国内において外国政府等の指示の下で行動する者

This workshop aims to provide a forum for researchers, engineers, students, and others affiliated with domestic universities, companies, and research institutions to engage in discussions intended to deepen theoretical understanding and advance technologies related to the production of negative ions and ion beams, thereby contributing to the advancement of this field in Japan.
In light of the above understandings, as the workshop handles information regarding research and development that is still in the conceptual stage or has not yet been published in academic papers, photography, audio recording, and/or video recording of presentation materials and presentations are prohibited without the presenter’s consent. However, photography within the venue by staff of the workshop’s organizers is permitted on an exceptional basis for the purpose of creating meeting reports.
We apologize for any inconvenience this may cause and appreciate your understanding.
Registration for this workshop is limited to individuals who meet either of the following criteria:
(a) Individuals who do not fall under any of the “Three Specific Categories” (*1) defined by the Ministry of Economy, Trade and Industry (METI) regarding security trade controls;
(b) Individuals affiliated with a research institution located in a country listed in Appendix 3 of the Export Order (*2) under METI’s security trade controls
In addition, participation may be denied at the organizer’s discretion based on security trade control considerations.
*1) The “three specific categories” are as follows:
① Persons under the control of a foreign government, foreign corporation, etc., based on an employment contract or similar agreement
〇 This applies to individuals who have some form of personnel contract with a foreign government, university, etc.
However, the following cases are exceptions and do not fall under Specific Category ①;
◇ Writing based on a publishing contract
◇ Reviewing academic papers, etc.
◇ Joint research with foreign institutions, etc.
◇ Even if engaged in concurrent employment with a foreign institution, provided it has been agreed that the direction and control of a domestic research institution, etc. take precedence
② Persons under the de facto control of a foreign government, etc., based on economic benefits
〇 This applies to individuals who receive substantial personal benefits through the provision of funds, etc., from a foreign government, etc.
However, the following are exceptions and do not fall under Category ②:
◇ Even if substantial benefits are received, if they are received in the capacity of a domestic research institution (When managed by the domestic institution’s accounting department)
③ Persons acting in Japan under the direction of a foreign government, etc.

*2) Group A (Countries and Regions listed in Appendix 3 of the Export Order) (Former "White Countries") This refers to the following countries that strictly enforce export controls, including the United States, EU member states, and others:
Argentina, Australia, Austria, Belgium, Bulgaria, Canada, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Republic of Korea, Luxembourg, Netherlands, New Zealand, Norway, Poland, Portugal, Spain, Sweden, Switzerland, United Kingdom, United States of America
